When equally uncouth tycoon Harry Brock enters the world of Washington D.C. with his sights set on purchasing several congressmen, he hires newspaperman Paul Verrall to clean up his mistress/ex-showgirl Billie Dawn’s tacky image. But when Billie takes her finishing lessons head-on, her sudden education about U.S. History and the scandalous personality of Brock provoke her to fall for her amiable tutor and attempt to undermine Brock’s crooked ways.
