When Frank sets out to visit his old war buddy's run down hotel, he discovers upon arrival it has been taken hostage by gangster Johnny Rocco and his thugs. Frank decides to play it cool until Rocco's abuse of his alcoholic mistress and murder of two Indians convince Frank otherwise. Intent on stopping Rocco, Frank takes advantage of an approaching hurricane while piloting Rocco's boat towards Cuba.
