Los Angeles, 1991. It's six years since Jack Deth has ended the reign of mastermind Whistler with the help of his now wife, Lena. But with Whistler's brother E.D. Wardo picking up where Whistler left off, Wardo has initiated a trancer organization called Green World where he kidnaps homeless people and mental patients and turns them into trancers, stating that he is helping to "clean up the world". When Wardo sets his sights on Hap, ancestor of a future Council Member, Jack and the gang must once again go after the demented criminal. But when Jack learns his dead wife Alice has returned only to be saved from death by technology and sent back in time to help Jack defeat the trancers, things are bound to get tense as Lena and Alice fight for their lives and the rights to the man they love.
