SYNOPSIS...
The Enterprise arrives at a Federation prison planet. Beaming down, they find out the inmates are in charge of the asylum.

Garth, an insane former Star Fleet officer, is the leader of the group. Using shape shifting skills he learned from aliens, he impersonates Kirk and tries to get control of the Enterprise.

Scotty does not fall for the deception. Garth is overpowered and order is restored in the asylum.
